As you read the document above keep this in mind:

The declaration contains a total of eight enumerated sections, with a total of 32 enumerated points? Eight is the Bible # of "new beginnings," and thirty-two is theBible # for "covenant." Hmmm. The covenant of Daniel 9:27 comes to mind. A precursor?

To "confirm the covenant" in Daniel 9:27 means to "gabar" in Hebrew which means "strengthen" or to put more [strength] into the "beryth", which aside from meaning "covenant" also means "league" or "confederacy". And that is exactly what the largest gathering of world leaders in history at the Millennium Summit was all about, i.e. putting more teeth into the International Confederacy which is "gabar beryth", confirm the covenant.

confirm = gabar, gaw-bar', Hebrew 1396; a primitive root; to be strong; by implication to prevail, act insolently :- exceed, confirm, be great, be mighty, prevail, put to more [strength], strengthen, be stronger, be valiant.

covenant = beriyth, ber-eeth', Hebrew 1285; from Hebrew 1262 (barah) (in the sense of cutting [like Hebrew 1254 (bara')]); a compact (because made by passing between pieces of flesh) :- confederacy, [con-]feder[-ate], covenant, league.
